What is a VAT? (Value Added Tax)

Do I need to buy Ranks separately or do I receive it after spending a certain amount ?

If you spend money on the store, you will receive status automatically in-game.

I purchased items but I haven't received my Reward?

First of all make sure that you've tried to do ::claim in-game. If it's still not working please check on your email and make sure that you've received a confirmation that your payment was accepted.
